The advisory is in response to the increasing use of AI technologies in shaping voter opinion and the potential risks of misinformation.

The advisory outlines new guidelines for political parties, requiring them to label any AI-generated or digitally enhanced content – such as images, videos, audio, and other materials – with clear notations like “AI-generated,” “Digitally Enhanced,” or “Synthetic Content.” This labelling initiative aims to ensure that voters can distinguish between authentic and AI-modified media.

In addition to labelling, the Election Commission has mandated that political parties include disclaimers when disseminating campaign advertisements or promotional content that incorporates synthetic content. This measure is intended to uphold the integrity of electoral processes and prevent the spread of misleading information.

Chief Election Commissioner Rajiv Kumar previously expressed concerns about the growing impact of AI, particularly the use of deepfakes in spreading misinformation that could undermine public trust in elections. He highlighted the potential risks of AI in compounding issues related to misinformation, which can distort voter perceptions and erode confidence in democratic processes.

The Election Commission’s move comes after the introduction of guidelines for the ethical use of social media platforms during last year’s Lok Sabha elections. The guidelines sought to regulate the use of digital tools and platforms in political campaigns, with a focus on promoting transparency and reducing the spread of false information.

With advancements in AI making it easier to create highly convincing synthetic content, including altered videos and images, the EC’s new advisory stresses the importance of maintaining transparency in political messaging.
